4月23日，德州市消防救援支队指挥中心接到报警称：齐河县晏城街道齐鲁大街一施工工地内，有1名工人被困蓄水池。指挥中心立即调派辖区晏城消防救援站赶赴现场。
据了解，当天有4名工人在水库底部作业，其中一人突然晕倒，工人立即拨打119求助。消防救援人员到达现场后发现，蓄水池井口距离地面约1米，宽度只有1米，井罐深入地下约9米。被困人员在底部，仍处于昏迷状态。时间紧迫，消防救援人员了解情况后，立即展开救援。
由于现场环境复杂，又刚下过小雨，指挥员立即找到现场人员了解井槽的用途，将其建在井内。在确认井内无水、无有毒气体后，指挥员首先派遣有经验的消防指挥员准备好空气呼吸器，穿戴好个人防护用品下到井底，将救援绳系在被困人员身上。然后派一名消防指挥员下到井里中间卡口位置协助救援。水库上方的消防救援人员和现场工人合力将被困男子拉到井边，井下的消防救援人员将被困男子向上托起，保持其平衡。大约21分钟后，在大家的共同努力下，被困男子终于被成功救出地面。
