近日，广州市政府常务会议审议通过了《广州市井盖设施管理办法》。《办法》细化了相关技术标准，要求井盖、左静标明类别、功能、维护管理责任人姓名、报修电话等。《办法》还规定，维护管理责任人应当在发现缺陷或者收到信息后6小时内更换、补缺或者修复井盖；因作业条件限制不能在6小时内完成的，应当在36小时内完成。
市政府常务会议研究了一个“井盖问题”，甚至规定了几个小时内更换、补缺或修复的时限。在有些人看来，可能是“小题大做”，但事实绝非如此。井盖作为城市基础设施的细节环节，关系到市民的“脚下安全”，绝不是小事。
道路井盖不仅是地下管网设施维护和检修的重要窗口，也是城市路面环境的一部分。此前，一些地方存在偷卖铁井盖等牟利现象，导致地下管网窗口成为无盖黑洞。由于自然破坏、车辆碾压、施工等原因，一些城市个别路段井盖经常出现破损或损坏。这不仅会影响市容市貌，还会造成严重的安全隐患，危及路上市民的安全。因此，“小井盖”关系到市民对城市安全运行和文明宜居城市的感受。加强其管理，显示了城市治理的善意。
